In October 22, 2012, the Government of the Free and Sovereign State of Morelos and the International Foundation Baltasar Garzón signed an agreement to coordinate efforts for the development of the Comprehensive Law for the Care of Victims of Morelos and other relevant activities for its better implementation. FIBGAR accompanied and supported the State of Morelos in the design, structure, implementation and monitoring of a legal framework to ensure the rights of victims.
